Daniel Noboa re-elected president of Ecuador in 2025 runoff presidential election
Daniel Noboa has been re-elected as President of Ecuador following the second-round, runoff presidential election held yesterday on Sunday.
No presidential candidate secured an outright majority in the first round held on February 9, with Noboa securing 44.17% of the vote and Luisa González of the Movimiento Revolución Ciudadana getting 44.0% votes.
These elections are overseen by the National Electoral Council (CNE).
According to the Ecuador presidential election’s preliminary results published by the CNE for round two, Noboa received 55.71% of the vote at the time of this writing, defeating González, who garnered 44.29% at the time of this writing. With more than 90% of votes counted, CNE President Diana Atamaint declared the results irreversible.

Noboa, who initially assumed office in October 2023, now begins a full four-year term.
In 2023, an early election was triggered when former President Guillermo Lasso invoked the “muerte cruzada” just days before a planned congressional impeachment vote.
“Muerte cruzada” refers to a constitutional mechanism in Ecuador that allows the president to dissolve the National Assembly (the legislature) and call for new elections. This can be invoked when the president faces severe political opposition or an imminent impeachment vote. In turn, the National Assembly can also dissolve the presidency, effectively calling for the president’s removal while simultaneously triggering new elections for both the president and the legislature.
This constitutional procedure back in 2023 led to the dissolution of the National Assembly and the scheduling of a snap election. In that election, Daniel Noboa won the presidency, taking over the remainder of Lasso’s term, which concludes in May 2025.
The 2025 election returns Ecuador to its normal electoral timetable, with voters choosing a president and vice president to serve a full four-year term, alongside the election of members to the National Assembly.
The CNE also reported a national voter turnout of 84.1% for the runoff, reflecting high civic participation.
The CNE said that the voting process proceeded without major incidents nationwide, crediting collaboration between electoral bodies, the armed forces and civil society observers.
As the official results are finalized in the coming days, the Electoral Council continues to release detailed data via its digital platforms, including the dedicated election results portal resultados2025.cne.gob.ec.
President Noboa is expected to make a formal address upon certification of results.
Last week, 14 members of U.S. Congress wrote a letter to U.S. Secretary of State Marco Rubio, urging the secretary “and other senior State Department officials to support the democratic process in Ecuador, and oppose all efforts to undermine the upcoming election,” adding, “In the event of a non-democratic transfer of power following the election, we expect all bilateral assistance to Ecuador will remain compliant with U.S. statutes related to the peaceful and democratic transfer of power,” and “Finally, we urge a review of all security assistance to Ecuador to ensure that it complies with Leahy Law restrictions.”
The letter, which can be read here in its entirety, starts by saying, “As Ecuador prepares for the second round of its presidential election, we write to express our deep concern regarding the escalating security crisis, human rights abuses, and threats to democracy that could undermine the integrity of the country’s electoral process. The incumbent candidate, President Daniel Noboa, has violated Ecuador’s electoral law by failing to temporarily step down from the presidency during the official campaign period. He has also claimed, without evidence, that the first round of the election was marred by irregularities.”
